The apparence of your Territory as viewed on the Sea Map will change depending on your fortress level.

Fortress is always the highest leveled building in your Territory. That is why it's the most important building and also requires the largest amount of Resourses to upgrade.
Upgrades[]
As you upgrade your Fortress you will be able to construct more buildings and forge more Privateer's Licences or Letters of Marque.
